MKULTRA / judgment research

Drug trends,
through judicial records.

MKULTRA organizes public court documents for research. This view presents historical patterns in substance-related document searches, using broad annual aggregates.

Aggregate resultsSubstance categories and time periods, with the measurement scope kept visible.

Selected observations

Different substances.
Different trajectories.

Each series uses its own 2022 keyword-search total as a baseline of 100. The index compares change over time within one series.

Ketamine-related totals rose.

The annual search-match index increased from 100 in 2022 to 224.0 in 2025. This reflects more matching documents in the archived searches.

Cannabis-related totals also increased.

The index reached 142.6 in 2025 against the same substance’s 2022 baseline.

Methamphetamine returned near baseline.

Totals were higher in 2023 and 2024, then ended 2025 close to the 2022 level.

Heroin declined from the 2024 level.

The 2025 index was below 2024 and remained above the 2022 baseline.

Research questions

The next layers of context.

Time trends need further interpretation. These topics remain research questions rather than quantified findings in this public view.

This page publishes national annual indices only. It contains no names, case references, court-level breakdowns, raw text or links to individual decisions.
